There is no banner because there is nothing to consent to
Spanish Law 34/2002 and the guidance of the Spanish Data Protection Agency require consent only for cookies that are not strictly necessary. This site uses none of those, so you are not asked for permission for anything.
That decision is not only about privacy. The cookie banner is one of the most common accessibility barriers on public-sector sites — it traps keyboard focus, interrupts screen readers and covers the content — and the most reliable way not to have that problem is not to have the banner.
The only cookie

It is technically necessary: without it you would have to enter your password on every page. It is only created when you sign in, never when you visit the public site.
It is marked HttpOnly, so no script can read it, and carries the __Host-
prefix, which stops a subdomain from overwriting it.
What this site does NOT do
- No Google Analytics or any other third-party analytics tool.
- No tracking pixels, social media or advertising.
- No fonts or resources loaded from anyone else’s servers: everything is served from this domain, so visiting the site does not disclose your IP address to any other company.
- No profiling and no automated decision-making.
How to delete it
You can delete the cookie from your browser preferences at any time. If you do, you will simply be signed out.
