Draft. This statement will be published in final form once the site is finished and a full review has been carried out. Its structure follows the one set by Commission Implementing Decision (EU) 2018/1523 and must not be changed: monitoring bodies review it section by section.

The Diputación Provincial de Huelva (Huelva Provincial Council) undertakes to make this website accessible in accordance with Royal Decree 1112/2018 of 7 September, on the accessibility of public sector websites and mobile applications.

This accessibility statement applies to the website of the Ibero-American Basketball Congress 2027.

Compliance status

This website is partially compliant with Royal Decree 1112/2018 because of the non-compliances listed below.

Non-accessible content

The content below is not accessible for the following reasons:

a) Non-compliance with Royal Decree 1112/2018

• Documents supplied by third parties. The abstracts and posters submitted by participants are published exactly as their authors deliver them. These documents may not meet accessibility requirements, and the organisers cannot correct them without altering scientific content for which they are not responsible. To mitigate this, every accepted abstract is also published in accessible HTML, which is the reference version.

• Partner organisations strip on the home page. The logos scroll automatically and continuously, and there is no visible button to stop them, so success criterion 2.2.2 (Pause, Stop, Hide) of EN 301 549 is not fully met. The movement stops on pointer hover and on keyboard focus, and does not start at all when the operating system has the reduced-motion preference enabled, in which case the strip is static and scrolled manually. No information is conveyed by that movement alone: the same names appear written below each logo. An explicit pause control is planned.

b) Disproportionate burden

No disproportionate burden is claimed in any respect.

c) Content outside the scope of the applicable legislation

• Office documents published before 23 September 2018, if any exist in the archive of past editions.

Preparation of this accessibility statement

This statement was prepared on 6 August 2026.

The method used was a self-assessment carried out by the body itself, supported by automated analysis tools built into the development process — which block publication if they detect a failure — and by manual review with a screen reader and keyboard-only navigation.

It is worth saying plainly: automated tools catch at most half of real accessibility failures. An external audit by an independent body would give a stronger guarantee than this self-assessment.

This site was built to meet WCAG 2.1 level AA and the EN 301 549 standard. Among the measures taken:

• No non-essential cookies and no third-party analytics, which removes the consent banner — one of the most common accessibility barriers.
• No dependence on JavaScript on the public site or in the submission forms: they work as ordinary forms.
• Contrast verified numerically in both light and dark themes, with an automated check that blocks publication if any pair falls below the minimum.
• Self-hosted fonts, with no requests to third parties.
• Touch targets of 44 pixels, well above the required minimum.
• The status of a submission is never conveyed by colour alone: there is always an icon and text.
